Judge Conway was appointed Chief Judge of the Tax Tribunal and began at the Tax Tribunal in November, 2013.

Prior to his appointment, Judge Conway was the Associate Chief of the Criminal Division of the United States Attorney’s Office in Chicago where he assisted in the supervision of approximately 130 attorneys in the Criminal Division. He was a federal prosecutor for 29 years. Prior to his position as an Assistant United States Attorney, he was a Revenue Agent with the Internal Revenue Service’s Examination Division in Chicago for 7 years. He received a Bachelor’s Degree in Public Accounting from Loyola University, a law degree from John Marshall Law School, and an L.L.M. in Taxation from DePaul University.  He is also a Certified Public Accountant.

Judge Barov was appointed Judge of the Tax Tribunal and began at the Tax Tribunal in January, 2014.

Prior to his appointment, Judge Barov was a Deputy Division Chief in the Illinois Attorney’s General’s Office where he supervised other attorneys and handled tax and tax-related appeals before the U.S. Supreme Court, the Seventh Circuit Court of Appeals, and the Illinois Appellate Court. He was an Assistant Attorney General for 20 years. Prior to his position at the Illinois Attorney General’s Office, he was an associate for 4 years at Hinshaw and Culbertson. He received a Bachelor of Arts degree from the College of William & Mary and a law degree from IIT Chicago-Kent College of Law.
